Report an Incident

There are a number of ways to report an incident to the appropriate official.  It is OSU's expectation that students, faculty, and staff will report all violations of which they become aware.  If you need assistance determining how or to whom an incident should be reported, contact Student Conduct Education and Administration.

File a Complaint Against a Student

A "complaint" is an official report to the university alleging that an OSU student has violated the Code of Conduct.  To submit a report of any concerning behavior or to allege that the Code of Conduct has been violated, submit a complaint online.  Alternatively, you may download a Complaint Form and return it to Student Conduct Education and Administration, 024 Classroom Building.  Provide as much detail as possible in your complaint, giving dates and times of events and a detailed description of what has occurred.  If other people observed what happened or are familiar with the situation, you may also complete a Witness List and ask them to fill out a Witness Statement.  Once your complaint has been received, Student Conduct will contact you and begin an investigation into the situation.

Report Concerning Behavior to the Behavioral Consultation Team

The Behavioral Consultation Team (BCT) is a specially trained group of professional staff members from several university departments with mental health, student development, law enforcement, academic, administrative and legal expertise. The team investigates and evaluates threats and other concerning behavior, implements strategies for managing individuals that may pose a threat of harm. The team’s goal is to work with all parties involved to effect a safe campus environment.  You should report anything that concerns you to the BCT, even if it is not a violation of the Code of Conduct or the law.  There are a number of ways to report a situation to BCT:

  • In an emergency, call 911.
  • Call the BCT Hotline (answered only Monday through Friday, 8:00 a.m. to 5 p.m.): 405-744-3333
  • After business hours non-emergency, call OSUPD at 405-744-6523
  • Notify any member of the team directly:
    • Dr. Lee Bird, Vice President for Student Affairs, 405-744-5328
    • Dr. Suzanne Burks, Director of University Counseling Services, 405-744-5458
    • Dr. Pamela Fry, Associate Vice President for Academic Affairs, 405-744-7135
    • Chief Michael Robinson, OSU Police, 405-744-6528
    • Kevin Kraft, Coordinator of Student Conduct, 405-744-5470
  • Submit an concern electronically via the Contact Us section of this website.

Consider Reporting This Situation To The Police

If you believe that someone's behavior violated the law, you are encouraged to report the situation to the appropriate law enforcement agency.  The OSU Police department has jurisdiction to investigate and respond to allegations of criminal misconduct that occur on campus.  The Stillwater Police respond to situations that are off campus but within the municipal city limits of Stillwater.  Other area law enforcement agencies include the Payne County Sheriff's Office, the Oklahoma State Bureau of Investigation, and the Payne County District Attorney's Office.

At your request, Student Conduct will assist you in reporting to the appropriate law enforcement agency.  It is important to note that it is not required that you report a situation to the police in order for the university to investigate and respond to a situation.
